Yes. You can add other dogs as friends. Just find a profile of a dog that you like to be friends with, and click the green "Add as a buddy" button on the dog`s profile page

We`ll be making that button more visible shortly. But to help you now a bit more, for example go to http://www.uniteddogs.com/dog/Bernhardiin and check right below the yellow bars (Energy, Intelligence, Friendliness, etc) - there are many buttons, but there should be 2 big ones - "Send doggie-mail" and "Make my buddy".
I`ll let you know when we`ve placed the button into a more visible spot
